About the Consulate

Representing Kenya's interests in Nepal since diplomatic relations began in 1975.

An honorary office, staffed locally, working under the direct authority of the High Commission of the Republic of Kenya, New Delhi.

Mandate

What an Honorary Consulate is — and isn't

An Honorary Consul is a local representative appointed to support a country's citizens and interests in a place where it may not maintain a full embassy. In Nepal, that role is held by Mr. Chandra Tandan, under the authority of the High Commission of the Republic of Kenya in New Delhi, which holds full diplomatic jurisdiction over Nepal.

The Consulate's work spans four areas: strengthening diplomatic ties with Nepal's government and the wider Kathmandu diplomatic corps; opening trade, investment, and tourism channels between the two countries; supporting Kenyan nationals living in or visiting Nepal; and building cultural and institutional bridges — from chambers of commerce to universities.

Nepal and Kenya officially established diplomatic relations on 3 June 1975, built on mutual respect, shared values, and a shared commitment to peace, development, and prosperity.

Chandra Tandan

Mr. Chandra Tandan represents the Republic of Kenya in Nepal as Honorary Consul, appointed by the Government of Kenya and formally accepted by the Government of Nepal. He is also the founder of City Express Money Transfer, one of Nepal's established remittance businesses, and the Consular Office operates from the City Express Complex in Kamaladi, Kathmandu.

The role is unpaid and locally held. Its purpose is to give Kenya a permanent point of contact in Kathmandu — for Kenyan citizens who need help, for Nepali businesses and travellers looking toward East Africa, and for the day-to-day diplomatic work that a relationship between two countries depends on.

How this office was established

Appointment, exequatur, and the opening of the Consulate

An Honorary Consulate cannot simply open its doors. It exists because two governments agree that it should, through a sequence set out in the Vienna Convention on Consular Relations, 1963, and, on the Nepali side, in the Honorary Consul Rules, 2039 (1982).

Kenya appoints

The sending state nominates the Honorary Consul and issues a letter of commission, which names the person and defines the consular district they may serve.

Nepal accepts

The Ministry of Foreign Affairs issues an exequatur — the receiving state's formal letter of acceptance. Until it is granted, no consular function may be exercised.

The Consulate opens

The Consular Office was inaugurated on 2 June 2025 at the City Express Complex, Kamaladi, by Kenya's Ambassador to Nepal, H.E. Peter Maina Munyiri.

Work begins, under New Delhi

The office reports to the High Commission of the Republic of Kenya in New Delhi, which holds full diplomatic jurisdiction over Nepal.

An exequatur is recognition, not appointment to a diplomatic post. An Honorary Consul is not an ambassador, holds no diplomatic rank, and exercises only the consular functions the receiving state has accepted.

Credentials presented to the President

Kenya's Ambassador and High Commissioner, H.E. Peter Maina Munyiri, presented his letters of credence to the President of Nepal, Rt. Hon. Ram Chandra Paudel, at the Presidential Office. The Honorary Consul attended the ceremony.

Presenting credentials is the moment a head of mission is formally received by the receiving state — the point from which they may act as their country's representative to it.

Inauguration of the Honorary Consulate

The Ambassador inaugurated the Consular Office at the City Express Complex in Kamaladi and, at a reception the same evening, pledged joint work on trade promotion and on wider cultural cooperation between the two countries.

The evening drew members of Kathmandu's diplomatic corps, Nepali business leaders, and friends of Kenya — the network the office has drawn on ever since.

The Consulate marked the anniversary by hosting a working lunch with Mr. Kennedy of the Millennium Challenge Corporation (MCC) Nepal, focused on strengthening bilateral relations across trade, development cooperation, and institutional collaboration — continuing a relationship built on friendship, cooperation, and shared progress.
